A new requirement comes into force. AMC are amended. And very quickly, one concrete question follows: what does this mean for our manuals?
Several developments in 2026 deserve particular attention, especially for organisations subject to EASA regulations.
1. Decision ED 2026/005/R: aircraft transfer and import
Published on 3 July 2026, Decision ED 2026/005/R amends the AMC and GM relating to Regulations (EU) No 748/2012 and (EU) No 1321/2014, in direct support of Delegated Regulation (EU) 2026/56 and Implementing Regulation (EU) 2026/100.
The text introduces several significant changes:
- Simpler intra-EU transfers: lighter procedures for issuing the Certificate of Airworthiness when an aircraft is transferred between Member States.
- A framework for second-hand aircraft: clarification of the requirements applicable to used aircraft.
- An alternative mechanism for third-country imports: a framework based on investigation and assessment activities where no statement reflecting the airworthiness status of the aircraft is available or can be obtained.
Documentary impact: this change bears directly on continuing airworthiness management. CAMO organisations need to revise their import and airworthiness review procedures.

2. Easy Access Rules for Air Operations: Revision 24 (March 2026)
Published in March 2026, Revision 24 of the AIR-OPS Regulation consolidates several major regulatory decisions that operators must reflect in their Operations Manual:
- Decision 2025/020/R (Part-ORO and Part-SPA): amends organisational requirements and specific approvals. In force since 6 December 2025, with the new AMC/GM applicable from 1 January 2028.
- Decision 2025/023/R (Part-NCO and Annex I): revises Annex I (Definitions) and Part-NCO. Applicable and in force since 18 December 2025.
- Implementing Regulation (EU) 2025/2293: amendment to Regulation (EU) No 965/2012, in force since 1 December 2025 and applicable since 22 February 2026.
3. Part-IS (EU 2023/203): the operational audit test
Applicable since 22 February 2026 for the airlines, Part-145 and Part-CAMO organisations concerned, Part-IS has now entered its field assessment phase.
For the second half of 2026, the challenge is no longer the initial drafting of your Information Security Management Manual (ISMM), but your ability to prove that the system works under audit:
- Management and traceability of information security risks.
- Control and monitoring of suppliers and subcontractors.
- Effective procedures for handling and reporting security incidents.
From regulatory text to internal document: the « requirement → evidence » method

- Qualify applicability: does the text concern the organisation’s precise scope of approval?
- Identify the delta: which existing procedures already cover the intent of the text, and which need amending?
